Instead of simply averaging the raw results from every monitor each period to calculate
the Uptime and Latency, the raw results are scrubbed to eliminate errant readings from each monitor
before the Uptime and Latency are calculated each time period.
The end result of this algorithm is a significant reduction in false alarms due to errant monitor results
